If you set aside the cruelty of the "Bloody Mist" policy and look only at the proportion of Kirigakure jōnin, it wasn't hard to see that Kirigakure's rate of producing top-tier shinobi was clearly much higher than Konoha's.
That also explained why so many Kirigakure shinobi chose to support the "Bloody Mist" policy. At the end of the day, the people of Kirigakure weren't idiots. If the policy truly brought nothing but harm, they wouldn't have kept tornting themselves with it.
And yet, viewed as a whole, the "Bloody Mist" policy was nothing but a case where the disadvantages far outweighed the benefits. After generations of pushing it, Kirigakure had forced itself from being one of the Five Great Nations on equal footing with Konoha into the frail state it was in today.
Worse still, because of the "Bloody Mist" policy, Kirigakure shinobi could never open their hearts to comrades who might betray them at any mont, which only further deepened the village's internal fragntation.
"Only thirty percent…" Uchiha Chizumi rarely showed surprise, but now he raised an eyebrow slightly. "So it hasn't reached the point of being beyond saving yet."
"Chizumi-sama, what are you talking about?" The giant slug closest to him lowered its body and wiggled its feelers, asking curiously.
"I'm calculating how many sinners still need to be eliminated." Chizumi's expression returned to calm as his right hand lightly stroked the hilt of his sword. Fifteen years ago, for the sake of a famous sword, you slaughtered all seventeen mbers of the Shirayama family at Sakura Ferry. Fourteen years ago… half a month ago, you used innocent children passing by to test your blade. Five days ago, you raped and murdered the two sisters who ran the flower shop."
It took Chizumi more than four minutes to finish listing that Kirigakure shinobi's cris. And that was only because he'd chosen to ntion the capital offenses. If he had listed everything, it might have taken over ten minutes.
From the mont Uchiha Chizumi called his na, Fuha Kuroō had instinctively tried to run. But Chizumi's Sharingan genjutsu had pinned him firmly in place, leaving him no choice but to listen in utter terror as Chizumi passed judgnt on him.
Every major cri he had committed—from more than ten years ago to just a few days ago—was recited by Chizumi in perfect detail.
It was as if the god of justice himself were delivering judgnt.
After all, the true cause of death of the Shirayama family was sothing only Fuha Kuroō himself had ever known.
