The Deep Sea King took Hailbo and Cat Lulu aboard the Ghost Ship.

As a beam of green light shot into the sky, Hailbo imdiately cast a Spell, creating a barrier that separated them from the water, avoiding the fate of being completely drenched.

He glanced at the Deep Sea King beside him, who didn't give any indication, clearly not intending to welco the Envoy from Yatun as a host.

But that was to be expected, since Sigurian had just been captured by Bailuo and others. Coming here again now was obviously with ill intent, it would be strange if they were to be welcod warmly.

"Yatun."

Morgan had already been inford by the Deep Sea King of Hailbo's mission here, as the Envoy of the Master of Miracles, so Morgan also had to personally greet him. This was a matter of courtesy that could not be neglected.

"It's probably not sothing good."

Sigurian stood beside Morgan, guessing, "It's very likely he's here to declare war."

"Declare war?"

The female pirate called Serafier, Morgan's other Legendary Warrior, said: "That's just too outrageous! A few months ago, they ambushed us, and now they're back? What does he take us for?"

Moreover, Morgan and Bailuo had a long-standing peace agreent, and Yatun had promised not to attack rashly.

So were all those assurances bullshit?

The eting of the Kings had just concluded, and as the next step, Bailuo had overstepped the limit, stepping squarely on Morgan's head. What was he trying to do?

"Don't jump to conclusions without the person having arrived or the matter being stated. Maybe he is not..."

Morgan felt Bailuo wouldn't be that bad; Serafier gave a glance to her sworn brother Sigurian: "Are you sure?"

"How can one tolerate others sleeping comfortably by the couch?"

Sigurian added, "He's trying to send us a ssage. If you don't believe it, Dad, let's make a bet."

In front of his adopted father, Sigurian was blunt, with no pretense of rank or status.

"Alright."

Morgan clenched his teeth in secret; he truly hoped his neighbor wasn't such a frightening person.

"Let him in!"

Morgan deeply trusted his adopted children but still felt Bailuo wouldn't be so overbearing; after all, the man had been quite humble at the Kings' eting.

"Bang!"

The scepter lightly tapped the ground, Hailbo eyed the Abyss City built from countless ships before him, located below the sea's surface, surrounded and guarded by fearso Sea Beasts—easy to defend but hard to attack.

"Your servant Hailbo, has co upon my master's orders to visit."

After finishing his speech, Hailbo produced the Miracle Seal representing the Miracle Power of Bailuo, to prove he was not an imposter.

"It is Yatun's Miracle Power."

Morgan had an agreent with Bailuo, so the sa Miracle Power functioned like a signature, verifying the authenticity: "Yatun seeks out, what for?"

Saying this, Morgan glanced at the Deep Sea King who had appeared by his side.

Now, all the mbers of the South Sea Kingdom involved in dostic affairs, military, espionage, and planning were present.

Morgan knew his own capabilities were limited, so he listened to his children in everything, which was common among the Masters of Miracles.

Lacking ability, one finds Competent Ministers to serve, assisting oneself.

"My master had previously reached an agreent with the South Sea King, to be friendly and not violate each other's territory."

"However," Hailbo continued, "my master's aspirations are not just confined to this corner of the sea, but rather the more vast, the Miracle Quadrant Continent."

"King Yatun having such grand ambitions is a good thing," Morgan replied, "But what does that have to do with ?"

"Easterners have a saying which is very to the point."

Hailbo: "To repel foreign threats, one must first secure the ho front; to expand territory, one should have no worries left behind."

"Yatun!"

Serafier barked softly, "Isn't that too arrogant?"

Serafier was very angry about Bailuo disregarding Morgan; there's a saying, 'a minister dies for his soiled sovereign.' As Bailuo's daughter, she wished she could rush forward and bite off a piece of Bailuo's flesh.

"The truth, no problem there."

Sigurian spoke up, signaling his sister to stay calm, "Dad, let talk to him."

"Alright."

When it ca to rhetoric and cunning sches, Sigurian obviously knew more than the others.

The Deep Sea King was a Living Saint, and Serafier was skilled in leading armies into battle, but Sigurian was different from them—he was a Competent Minister, with potential and ability not inferior to Hailbo.

"Mr. Sigurian, it's good to et you."

"You know ?"

"I too had the honor to take part in the confrontation with your lord last ti," Hailbo said, "but I was just a soldier, only seeing your plight from a distance, without the qualification to approach the front line."

"Hahaha."

Sigurian laughed as he walked down the steps, directly approaching Hailbo, and circled around him.

"You, you're quite interesting."

Sigurian pointed at Hailbo: "King Yatun sending you over here seems to indicate he is determined to battle us, eh?"

"Isn't he afraid we might seek allies?"

"You should know, our relationship with Brilliant is still not bad."

"And once the war starts, Azure and several other Pirate Kings are likely to grow restless," Sigurian continued, "it seems you're planning on fighting one against nine."

"Wait a mont."

Sigurian raised his hand, asking Hailbo to hold off speaking, and he went on: "Of course, you could also send emissaries with money and resources, offer them benefits to stay their hands."

"But compared to the benefit, compared to resources, compared to savings."

"My father," Sigurian's voice grew a little louder and more resolute, "after all! Is 200 years older than your master!"

War was not solely about the military strength of nations, but also money, supplies, and connections.

Morgan might be timid, but he wasn't incapable of growth.

With reliable generals like the Deep Sea King and the accumulation of Miracle Resources over two hundred years, if he were to step in, bringing out a hoard of resources to bribe other Masters of Miracles, he might well be able to summon Kings that seize Bailuo's concern.

"So you're really considering war?"

"Think it over."

Sigurian: "Then tell , what shall it be?"

Sigurian was a clever man and could spot his family's advantages and what Bailuo was wary of at a glance.

In a head-on fight, Morgan would almost certainly lose to Yatun, whose high-end military power was much stronger than theirs.

But losing didn't an Morgan couldn't drag the battle out.

He could engage Bailuo in a war of attrition using countless Sea Beasts, and potentially wear them down.

"My master, naturally understands."

Hailbo pondered and said: "Hence my presence, on behalf of my master to negotiate with the South Sea King, seeking a solution that resolves problems without damaging relations."
