Soon, the flas of war spread from within, as people inside also began to rebel.

Those living inside the city weren't just nobles; the nobles resided in the even more inner city.

Once, they had burned the garbage dump. Now, the enraged people set the inner city ablaze.

They blocked the gates and set fires within the inner city.

They watched as the nobles wailed in the flas, ultimately dying in despair.

This scene was strikingly similar to how they themselves had been burned in the garbage dump.

Now, it was no better, they were burning garbage too.

The flas illuminated every face, so filled with confusion, others with hope.

From this mont on, the Goa Kingdom would have no nobles. As the palace and its flags fell, it declared their revolution successful.

Similar scenes unfolded across the world. The Marines could no longer protect these places. With their armies withdrawn, the nations lacked the strength to resist the rebels.

Once the revolutionary fla was ignited, it quickly spread like wildfire, swiftly engulfing the entire world.

Fifteen hundred years ago, in the murals of Elbaf, that sea of fire...

Perhaps it was the war ignited by people resisting the rule of the moon people.

When they couldn't obtain the sun, they prayed to the demon Satan.

Imu, then Nika appeared and drove away the moon people who had stolen the sun.

But as ti passed, humans dominated the world and began to enslave other races. Rebellion erupted once more.

The forest god, enraged, summoned demons. Led by Imu, now the demon Satan, the world plunged into darkness again.

The people yearned for light once more, the Sun God again answered there call and appeared. Joy Boy brought hope and brought war.

Though it's unknown exactly how Joy Boy failed, according to Vegapunk...

The war that began nine hundred years ago has continued to this day.

The world will undergo transformation again and beco different.

"Another country has fallen."

At Marine Headquarters, Sengoku hung up the den den mushi and looked at Garp, who was eating rice crackers.

"Fallen is fallen. It's the sa everywhere in the world. Flas of war are everywhere," Garp said helplessly.

"This ti it's... the Goa Kingdom," Sengoku said.

Garp's hand paused. His hotown...

"Goa Kingdom... They didn't join the revolution too, did they?" Garp thought of sothing.

He seed to see the scene in Goa Kingdom: the people of Windmill Village fighting with weapons inside the royal city.

And indeed, it was as he imagined. The people of Windmill Village had joined the revolution, even the mountain bandits ca down from the hills.

Why did they beco bandits?

By choice?

Most were oppressed, with no ans to survive, forced to beco bandits in the mountains.

So simply wanted to be villains, the world isn't full of good people.

"How many countries now?" Garp asked. This text is hosted at novelꜰire

"The fortieth," Sengoku said.

It was manageable earlier with Marine suppression, but now the Marines were contracting their forces. All the countries that had agreed to conscription and sent soldiers to the Marines had fallen.

The World Governnt's kill without burying the bodies approach had been laid bare for the world to see.

It was because of conscription, they had listened to the World Governnt's lies, that the conscripting countries had now fallen.

Those that refused conscription, still having their armies, could still fight against pirates and engage with the Revolutionary Army.

Pirates sought to loot and leave; the Revolutionary Army used them as distractions to launch revolutionary wars and seize entire countries.

And those pirates, under attack from the Revolutionary Army, were forced to leave.

Of the 170-plus World Governnt affiliate nations, only over 120 remained. Including previously destroyed nations like Germa and the Drum Kingdom, the world's structure depended on the final showdown.

The world's direction wasn't for ordinary people to decide. The first world war had left humanity with only a faint breath.

The world needed rebuilding, a new order. Every ideological clash inevitably involved bloodshed.

Garp could imagine the scene; Sengoku and the others could too.

Now the Marines were notorious. The world knew their true face.

Conscripted soldiers, discovering their countries overthrown, were furious. Multiple mutinies had already occurred within the Marines.

Mutinies had happened at Marine bases: commanders killed, soldiers seizing weapons and ships to return ho and join the fighting.

"Humans cannot learn from history. No matter how powerful a dynasty, it will collapse one day. As long as people have desires and thoughts, the world will be full of war. Especially once class rule is solidified and bloodlines continue, the world will ultimately head toward destruction," Vice Admiral Tsuru said.

The world was once beautiful. But as the number of Celestial Dragons grew, they began to call themselves descendants of gods.

They enslaved not only other races but also other humans who opposed them.

While the Sun God's flas still burned, these self-proclaid gods also feared those who had once slain gods.

The enemies of the gods were the D clan.

The forr gods ca from the lunar civilization. They called themselves gods and had a powerful kingdom of gods.

When the Celestial Dragons killed the gods, they beca gods themselves. Those who had slain the gods were the people of the half-moon. Now, as people of the full moon, they feared those who were once of the half-moon.

Tsuru had long seen the world's essence. No matter where one fled, war would always sweep across the globe.

Like Joy Boy in the second world, continuously igniting wars worldwide.

But the war led by Joy Boy was too small and was extinguished.

The Revolutionary Army's strength, the pirate force led by the Whitebeard Pirates, and the power of the various races represented by Luffy, the Sun God...

These three forces combined, this ti, the flas of war truly burned in every corner of the world.

The den den mushi next to Sengoku rang again.

"Sengoku-san, Mutiny at G-44 Branch! Rear Admiral Worn has died in service!"

Sengoku's face turned extrely grim. He covered his face. "Okay, I understand!"

"Sigh!"

Garp sighed deeply. Another Marine base had internal problems.

G-44 Branch was in the West Blue. Three countries had agreed to their conscription. Now, all three were in turmoil.

Two had already been overthrown; the remaining one was still resisting. Their prince had led soldiers to join the Marines under the World Governnt's conscription.

Now, with his country in chaos, the prince wanted to lead Marines back to quell the unrest. But the Marines, bound by World Governnt orders, couldn't move.

So, mutiny. They killed the base commander and are taking the troops back themselves.

"Report! Sengoku-san! G-1 Branch is under attack!"
